Summary
Permanently affordable resident ownership (in the United States (US), usually called shared equity homeownership) asks each household to give up part of its home’s future appreciation so the next household can buy at an affordable price. This report asks whether that trade traps households or gives them a way up. It draws on US outcome studies and program records (2010 to 2024), public records from New York and Maryland, and the records of long-running cooperative housing systems in Zurich, Germany, Denmark, Sweden, Norway and Uruguay, plus a newer one in the Basque Country.
